Context | Afro Arab Youth Council (AAYC) was inaugurated by youth of Africa and Arab world gathering in Khartoum, Sudan in 2004. Its headquarter later changed to Uganda after the resolution of the Afro Arab Youth Festival of 2008, in Munyonyo (Kampala Declaration) that resolved to construct its AAYC permanent home in Kampala. A secretariat was set up at Bunamwaya to pursue the objectives of the AAYC as outlined in the AAYC Statutes. The AAYC aims to use practical approaches to deal with youth pressing issues and provide realistic solutions which corelate with the current times. It is therefore an advocacy group for youth with membership of over 50 countries of the African and Arab world including African Union, Arab League and other International bodies. |

Position Objective | Ensuring that legal compliance and providing guidance on agreements and governance. Also supporting negotiations and policy advocacy aligned with AAYC’s mission. Providing advice on international protocol. Writing briefing papers and proposals for senior stakeholders. Building and managing partnerships with international bodies and agencies. Providing a good image of AAYC with practice engagement with the modern and other Stakeholders, following up any legal issues of the AAYC locally and internationally. |
Main Duties (30%) | Supporting and coordinating the development of technical cooperation and collaboration between AAYC and the member countries. Updates membership of the Council and follows up on the status reports in member states and organizations. Participates in strategic planning and goal setting for the Unit in collaboration with the Legal & International Relations Director. Communicates with member countries about ongoing programs, projects and events through the Secretary General. Schedules engagements of AAYC and follow-up. Co-manages international stakeholder relationships as pertinent to AAYC presence and speaking at external events as required. Supports the Secretary General in managing International Relations of the Organization.

Protocol Services (10%) | Provides advice on the observance and practice of diplomatic protocol. Provides in-person protocol and supervises protocol services and other arrangements for the diplomatic persons. In charge of conducting AAYC tours and travels for AAYC staff, Executive Committee member and work with travel agents.

Information Management Services (5%) | Develops, plans, and executes the AAYC Information plans, publications and programs. Supports the Secretary General in preparing International statements and other documents for diplomatic cause. Recommends and implements a program of activities to enhance the reputation of AAYC with external stakeholders. Supervises the dissemination of information to AAYC external stakeholders. Ensures compliance with applicable laws, regulations, and organizational policies. Draft, review, and manage contracts, agreements, and legal documents. Provide legal advice on governance, risk management, and dispute resolution.

| Other duties (10%) | Responds to queries from other departments, members of the overseas contacts. Maintains regular awareness of the local, regional, and international political and legal climates and events. Assists with the planning and co-ordination of International conferences, projects and events. Performs any other related duties as assigned from time to time.

| Required Knowledge Skills and Abilities | Interpreting and applying domestic and international legal frameworks. Ability to draft, review, and negotiate contracts, agreements, and treaties. Working knowledge of diplomatic protocols, international organizations, and cross-border collaboration. Knowledge with bilateral and multilateral negotiations, international advocacy, or liaison roles. Excellent knowledge of diplomacy and international relations. Excellent knowledge of business etiquette Demonstrated knowledge of the principles and practices of corporate communications and branding. Ability to lead teams, manage projects, and oversee compliance in legal and international contexts. Strong skills in strategic planning, policy development, and stakeholder engagement. Legal Research & Analysis – Ability to interpret international conventions, treaties, and regulations. Negotiation & Diplomacy – Skilled in conflict resolution, mediation, and consensus-building. Communication Skills – Strong written and oral communication for diverse audiences. Policy Development – Formulating policies that comply with both national and international standards. Cross-cultural Awareness – Sensitivity to cultural and political nuances in international contexts. Ethical & Professional Integrity – Upholds legal and professional standards consistently. Membership in a bar association or international law bodies.

Academic Qualifications and Experience | Master’s or Postgraduate degree in International Law or International Relations Law or any other relevant Masters degree. Undergraduate degree from a recognized Institution in Mass Communication, Journalism, International Relations, Corporate Affairs, Law, Marketing, Education, Business, or a related Field. For other relevant fields a post graduate training in International Relations, protocol is an added advantage. A Candidate must have completed training at the Law Development Centre (LDC) or equivalent institution. Ability to write and communicate in any of the three official languages of the AAYC i.e French, Arabic and English. Knowledge of functioning of International NGOs Experience in a position at leadership district or national level including dealing with people relations is an added advantage.
